If you are wearing a veil, I suggest a comb veil where your curls are free and once you take the veil off your hair is still beautiful. You can by a veil that is held in place by one comb in the center of your head. If you leave your hair down and curly I do not recommend head bands of any kind. This is a personal choice because the headbands usually ruin the curls and make impressions in your hair.
If you are going to wear just a face veil and you have short hair I suggest a classic hair style. Part your hair to one side. Have waves on both sides. The fuller side will get the head piece for the veil attachment whether it is a hat or a comb.
If you have straight short hair leave it down and blow dry bent over so your hair has volume and add a hair band as an accessory.
If you have a short bob leave your hair down and wear a veil that is only in the back. This is a beautiful accent to your face.
