The state of Arkansas features several laws regarding driver’s licenses. Whether you are already a resident of Arkansas or you are a new resident, you will need to understand the laws regarding applying for an Arkansas driver’s license. Below you will find information regarding the first three levels of driver’s licenses as well as what to do if you are a new resident in Arkansas.
Learner’s License:
If you are at least 14 years old you can apply for a learners license. This license allows the cardholder to operate a motor vehicle as long as he/she is accompanied by an adult who is at least 21 years old and carries a valid driver’s license. To apply for an Arkansas learner’s license you must pass a written test as well as a road test, which is done by the Arkansas State Police. By visiting your local DMV office, you will be able to fill out all appropriate paperwork and take the tests. You will also be required to take a simple vision test. You must have parental consent.
The Arkansas learner’s license expires on the cardholders 16th birthday, which is when he/she is able to apply for an intermediate license.
Intermediate License:
The intermediate driver’s license is given to Arkansas driver’s who are 16 to 18 years old. If you have a learner’s permit, you may upgrade to this license only if you have no major traffic convictions or accidents within the past six months. To upgrade your license to an intermediate level, you do not have to take a written or road test, but you must have a clean driving record for the past six months. If you have had an accident or a major traffic violation, you must wait an additional six months and not encounter any further violations on your record. With an intermediate license, you are able to operate a motor vehicle alone.
It is important to note, that if you are 18 years of age and have never held a driver’s license, you will be issued an intermediate license, which will require you to have a licensed driver who is at least 21 years of age in the car with you at all times for the first six months.
Regular License:
After you have turned 18 years old, you will be able to upgrade to a Regular License. This license is issued for Arkansas driver’s who have not had any major accidents or serious traffic conditions within a 12 month period.
If you are over the age of 18 and are applying for a first time driver’s license, you are able to simply take the written and road tests to obtain a Regular License.
Transferring an Out-of-State License to Arkansas (New Resident):
If you have moved to Arkansas and need to obtain an Arkansas driver’s license, you are able to do so by visiting a local Revenue Office. If your license is current (not expired) you simply need to fill out an application and a Class D driver’s license will be issued to you. If the out-of-state license is expired for a minimum of 31 days, you will be required to take a written and vision exam; however, if the license is expired for one year or more, you will be required to take a written, vision and road examination before an Arkansas license can be awarded.
